ORGANIZATIONAL PRIMER



The meaning of the word ‘IMPACT”

Impact  as the dictionary defines it means a strong, powerful or dramatic effect.  If associated with our individual lives, our existence should be of forceful influence, meaningful and full of impact. The organization gives every individual the opportunity to serve his God, Country and his fellowmen and give dignity, prestige and meaning to his mortal existence regardless of his status in life.


Ano ang salitang “IMPACT”?

Ang ‘IMPACT” kung isasalin sa wikang Tagalog ay  puwersa, epekto, resulta o kahulugan ng isang bagay. Kung ikukumpara sa ating buhay dito sa mundo, dapat ang buhay natin ay may kahulugan at kabuluhan. Magiging makabuluhan lamang ito kung gagamitin natin sa kabutihan at paglilingkod sa Diyos, sa Bayan at sa ating Kapwa. Mahirap man o mayaman, matanda o bata, babae o lalake,  bawat isa sa atin ay dapat magkaroon ng pagnanasa na makapaglingkod, mamuhay ng hindi lang para sa sarili kundi sa ikabubuti rin ng iba. Sa pamamagitan nito ay magkakaroon ng “IMPACT” ang buhay natin dito sa mundo na tunay na maipagmamalaki at kayamanang di maagaw ninuman.

IMPACT  also means INTREPID MOVEMENT OF PEOPLE AGAINST CRIME AND TERRORISM. Matapang na samahan na makikipabaka laban sa KRIMEN. KASAMAAN, KORAPSYON at TERORISMO.


I      -   Intrepid means courageous, fearless, brave.
M    -   Movement (group formed towards a certain objective)
P      -   People (members and supporters)
A     -   Against (opposition against evil ways and things that contributes
               to a reprobate society )
C     -   Crime (anything contrary to law and order)
T    -    Terrorism (anything that sows chaos, fear violence, trouble or
               disorder)

IMPACT Philosophy

Love and understanding strengthens relationship, brings harmony and friendship, unite the country and brings peace to a troubled society

Pagmamahalan at pagkakaunawaan ang nagpapalakas sa samahan. Ito ang magbibigay ng pagkakaisa at mabuting pagkakaibigan. Ito ang magbubuklod sa bansa at magbibigay ng kapayapaan sa isang magulong pamayanan.


IMPACT Motto

Whoever listens to God will have Security. He will be safe with no reason to be afraid (Proverbs 1:33). Fear God and his commandments and this is the whole duty of man (Ecclesiastes 12:13).

Ang sinumang makikinig sa Panginoon ay pagpapalain. Siya’y magkakaroon ng kapanatagan at di dapat mangamba’t mag-alinlangan. Matakot sa Panginoon at gawin ang kanyang kautusan sapagkat ito ang kabuuang tungkulin nating mga nilalang.

IMPACT Creed

I     - in God we rely on every thought and actions;
M  - making ourselves fortified with his mercy, protection and guidance in
P   - protecting our families, ourselves, our neighbors and our nation
A  - against those who are troublemakers, who sows hate, disorder, fear
       and chaos;
C - courage and unity is our weapon to topple the enemy of
      unrighteousness;  and
T - tomorrow our country will be completely an abode of peace, stability
     and freedom.  So help us God.

Three Colored Background represents the country where the organization was founded and it signifies the 3 major Islands of Luzon, Visayas & Mindanao. It also encourages strong sense of nationalism & patriotism. Bible symbolizes our complete dependence on God and the Holy Scripture as the basis for our judgments and actions. It is also the best instrument for uniting disagreements. As the noblest instruction says,  “Love God, and love our neighbors as ourselves”. The Philippine Eagle who at present is threatened by extinction represents our determined fight for survival in spite of tremendous odds. The Mactan WarriorLapu-lapu is the epitome of courage and  heroism ready to fight and willing to die when confronted and threatened by the enemy. The Dove with laurel leaf emphasizes strongly that our ultimate objective is peace and unity.

PRINCIPLES, PURPOSES AND OBJECTIVES

·         The organization believes in God Almighty, the source of all creations, power and authority and that man should depend upon His divine mercy and providence to live in peace, prosperity and protection.

·         The organization also believes that Satan has so many cunning devices that create a big impact on the family and if he wants to ruin the society, he will first destroy the family. Each member recognizes therefore that the primary responsibility to strengthen the society is by protecting the walls of every home against the evil influences of the adversary

Ang miyembro ng IMPACT ay may matibay na pananalig sa Diyos. Ito ang sandigan ng kanyang lakas at pagsusumigasig. Alam din ng bawat kasapi na ang kalaban ng Diyos ay marami ring kaparaanan upang maghasik ng kaguluhan at sirahin ang kapanatagan at kapayapaan. Gusto ni Satanas na maging miserable tayo katulad niya. Sisirahin nya ang bawat indibidwal, wawasakin ang pamilya at sa huli’y komunidad at pamayanan.

MISSION and VISION

·         Encourage strong sense of brotherhood under the foundation of justice, equality and morality erasing barriers of disunity like race, religion, politics, language, traditions, topographical boundaries, social status, affiliations and others and bind each other into a common concern for peace and economic stability.

·         Envisions that our country and the world be free of greed, corruption, immorality, injustice, inequality and other evil designs and each citizen working hand in hand in complete harmony to make the Philippines a progressive and peaceful nation competing economically against prosperous nations of Asia and the rest of the world.

Ang organisasyon ay isa ring matibay na kapatiran na ang linguahe, tradisyon, relihiyon, kultura at kalagayan sa buhay ay hindi magiging sagabal sa pagkabuklod-buklod at pagkakaisa para sa kaunlaran at kapayapaan. Naglalayong makita na magkakaroon ang ating bansa ng malinis na sistemang politikal, mawala ang korapsyon sa hanay ng pamahalaan,at ang mamamayan at pamahalaan ay may maigting na ugnayan at  pagpupunyagi para labanan ang kahirapan. Mga militante at rebeldeng grupo ay unti-unting mawawala at sila’y  makikiisa sa isang malayang pamamahala na ang demokrasya, karapatang pantao at hustisya ay iginagawad ng pantay at walang pasubali.

The objectives of the Organization shall be as follows:

·         Unite every Filipino or even foreigners to courageously fight against crime and terrorism and all other matters that can be considered contrary to law and order which affects individuals, society, economy, sovereignty and freedom.

·         Instill in the minds of every individual the spirit of concern, service, sacrifice, volunteerism, and erase the attitude of being passive and selfish.

·         Deeply considers poverty and unemployment to be one of the major reasons why people commit crimes. The organization will create sustainable projects for the welfare of its members and the community to combat the above predicaments.

·         The organization will uplift the morale, prestige and dignity of every citizen (men and women, young and old) by protecting their rights,  giving them opportunity of serving God, the community,  and humanity believing that each individual has good faculties and intrinsic desire to show his ability and concerns towards other people.  

·         Organization also considers that lost of spiritual values motivates and brings less resistance on a person to do evil. IMPACT will recruit professionals, pastors, church leaders of various sects to deal objectively with this problem including the fortification of family as the basic unit and foundation of a strong society,

·         Encourage young people to participate in the affairs of the community and prepare them to become future leaders enriched with strong values o spirituality and integrity. Sports and educational programs will also be initiated to make them intelligent and actively participating members of the community.

·         Each member will work hand in hand cooperating with the community and authorities for the protection of our environment and natural resources to preserve our legacy for future generation.

RECIPROCAL DUTY OF BOTH THE GOVERNMENT AND THE PEOPLE:

EXECUTIVE ORDER NO. 309  PEACE & ORDER COUNCIL
PAR.1 & PAR.4  states that; the threat to peace and order posed by criminality, insurgency and subversion, requires the dedicated efforts of all government officials and citizens and; participation of the citizenry in peace & order is of critical importance.

RA7160- LOCAL GOVERNMENT CODE
Sec. 34 – Local Government units shall promote to establish the operation of people’s non-government organization to become active partners in the pursuit of local economy.
Sec. 35 – Local Government units may enter into joint ventures and such other cooperative arrangement with PO and NGO’s to engage in the delivery of certain basic services, capability building and livelihood projects, and to develop the local enterprises  designed to improve productivity and income, diversity agriculture, spur rural industrialization, promote ecological balance, and enhance the economic and social well-being of the people.
Sec. 36 – An LGU may through its  chief executive and  the concurrence of the Sanggunian Bayan concern, provide assistance financial or otherwise, to such people’s and non-government organization for economic, socially-oriented, environmental or cultural protection to be implemented within its territorial jurisdiction.

Role and Rights of People's Organizations Under the Constitution

SEC. 15. The State shall respect the role of independent people's organizations to enable the people to pursue and protect, within the democratic framework, their legitimate and collective interests and aspirations through peaceful and lawful means. People's organizations are bona fide associations of citizens with demonstrated capacity to promote the public interest and with identifiable leadership, membership, and structure.

SEC. 16. The right of the people and their organizations to effective and reasonable participation at all levels of social, political, and economic decision-making shall not be abridged. The State shall, by law, facilitate the establishment of adequate consultation mechanisms.

SEC. 4. The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military or civil service.

THE NEW TESTAMENT (Titus Chapter 3 Verses 1-2)

Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work, To speak evil of no man, to be no brawlers, but gentle, showing all meekness unto all men.

Ang bawat kasapi ng IMPACT ay nakalaang magpailalim sa mga namumuno  at susunod at tatalima sa mga kautusan ng pamahalaan at ng saligang batas. Kailanman ang isang kasapi ng IMPACT ay hindi sasali sa anumang uri ng pag-aaklas at  karahasan laban sa pamahalaan. Ang kapayapaan kailanman ay di makamit sa pamamagitan ng marahas at madugong pakikibaka. 

HOW IMPACT WILL WORK TO ACHIEVE ITS GOALS?
1.      Monitoring and reporting incidence of crime and presence of suspicious persons in the community. Maintain utmost vigilance and awareness of what is happening  around the community.
2.      Organizing ronda or patrol groups in coordination with local authorities and in partnership with existing barangay patrol teams and the PNP.
3.      Choose and train selected members  that will respond to call of emergencies and disasters.
4.      Organize Forest Ranger Teams and  Seaborn Patrols that will seek deputation from the Department of  Environment and Natural Resources and the Bureau of Fisheries and Aquatic Resources for the enforcement of Forestry Laws and RA8550 or Fisheries Code of the Philippines.
5.      Form or tap local radio communications group for quick relay of information and immediate reaction on call of emergencies.
6.      Train educated and intelligent organizers to organize and penetrate all sectors of the society . Form sectoral  groups, take note of their concerns and how the organization and government can help them (transport, farmers and fishermen, workers, youth, women, indigenous people, senior citizen, handicapped and others).
7.      Organize and strengthen the IMPACT SOG  which will act as the core of the organization, the showcase and strength of the IMPACT Anti-Crime campaign. This is the special force, which members are selected from among municipal chapters.
8.      Form, organize and train a traffic assistance group that will seek deputation from municipalities for enforcement of local traffic ordinances and deputation from the nearest Land Transportation Office for enforcement RA4136 otherwise known as the Traffic Code of the Philippines.
9.      Form, organize and train a Motorist Group that will serve as the light reaction and multi-functional team that can be fielded for emergency, traffic or immediate responses to crime incidents.
10.  Form a livelihood and welfare team that will conduct research and study all possible avenues to improve the lives of members and impoverished people of the community. This will include formation of various livelihood projects by means of concerted effort,  finding employment opportunities and many others. Create livelihood opportunities to improve the lives of countryside people. Encourage group or cooperative projects. Bring new technology for creating products out of indigenous or  home-grown resources.
11.  Establish strong connection with the government for providing immediate help. We must be able to respond quickly to people’s demands and immediate needs. Words and promises are not enough to successfully divert their confidence and trust.
12.  Organize pool of trainors, educators and pastors that will conduct researches, seminars and training relative to moral recovery, developing sense of patriotism and nationalism, preserving indigenous cultures, developing and enhancing skills and talents, drug awareness campaign, vices and other bad habits, campaign against pornography, strengthening families, and all other related activities.
13.  Organize emergency and medical health teams that will conduct regular medical missions, outreach programs to poor and far-flung communities.
14.  Select intelligent and highly professional people, including religious leaders that can help in changing the dirty system of politics, corruption in the government and promote the so called “moral crusade for good governance”. Initiate political forums during election time to assess qualifications and agenda of those political figures trying to win the heart of the people. By these we can guarantee that truly honest and credible candidates will lead the people, not by influence of money but by the sincerity of their intentions and capability for leadership.
15.  Organized media (writers, announcers, photographers) group that will write down and publicize all undertakings of the organization as well as  those important matters which are happening in cities and countryside. By these, authorities can aptly be informed of the real picture of the whole country and do appropriate actions on matters of exigency especially those affecting the lives of the poor masses.
16.  Bring people to a closer relationship with God and broaden their life’s perspective giving more emphasis to spiritual life and love for others rather than materialism and  individualism.

BENEFIT OF BEING A MEMBER OF IMPACT

1.      The privilege of joining a nationwide group with noble objectives.
2.      The dignity of being able to serve God, our country and humanity.
3.      Knowledge will be broadened. Member will learn  many ways to effectively serve people and the community. By so doing prestige is developed within him for being good contributor in the reformation of society.
4.      Inner consolation of having contributed to a peaceful, united and progressive community.
5.      Your membership with the group is a guarantee that you are a law abiding and peace loving citizen of the country.
6.      Exposure and developing capacities for leadership. You will not be content of living alone for yourself.
7.      Special privileges when doing transactions with any agency of the government because you are helping the government.
8.      Sense of belonging to a big family and brotherhood where genuine love and concern is there.
9.      The privilege of meeting highly regarded and prominent people.
10.  The prestige of being able to help on heroic and  dignified missions and thereby developing within you a pride that you have done your share as a good citizen.

MEMBERSHIP PROCEDURE   

1.            Application for Membership shall be properly filled-up using authorized forms duly indorsed by credible member or sponsor. It shall then be forwarded to the screening committee of the local chapter for evaluation and approval.
2.            Background Investigation – no one shall be admitted in the organization unless his/her background was thoroughly examined  to avoid embarrassment in the future. He shall present necessary clearances (Police or Barangay)  from his place of residence. Applicant convicted of any heinous crime like rape, drug pushing, murder and the like shall not be admitted and those which have pending criminal cases.
3.            Presentation of Applicant . After the 2 stages have been completed, the prospective  member shall be presented to the members and officers on their regular assembly meeting. If there is any objection regarding his admittance into the group,  it shall be duly heard. Reasons for objections will be assessed if these are sufficient grounds for rejection. Prospective member can present witnesses to rectify the impression or contest the objection.
4.            Indoctrination/Seminar/Lecture – after the application has been approved, the applicant shall undergo series of seminar/lecture/indoctrination to make sure that he is well-oriented about the organization. Code of Conduct and Code of Ethics shall be discussed to properly conduct himself when already within the fold.
5.            Recognition – welcoming and  final acceptance to the group highlighted by ceremonial rites that will not be forgotten by the member. The member shall also be blessed by the Chaplain followed by  oath of allegiance, loyalty and commitment. Finally, the welcoming by members will seal the ceremony.
